UK Government Recruitment framework leaked

Catalist temporary staffing framework is the preferred supplier list through which central government departments hire Business Analysts, Programme Managers, Financial specialists and other professional contractors.

After a staggering year and a half of delays the framework has finally been re-let and approved supplier status has been awarded. A select few agencies will now hold the key to high end Interim roles across Finance, IT, Change Management Marketing, communications, within central Government.

They are officially still in standstill which is the legal 10 day waiting period following award where interested parties may challenge the award and many disgruntled former suppliers are planning to do exactly that and are in talks with REC the employment and recruitment industries lobbying body.

The three year contract could be worth millions to the companies awarded it although it is a shadow of it's predecessors - Many companies refused to enter the competitive tender process assured that Buying Solutions, the Governments procurement arm responsible for letting the contract was only concerned about lowest price. The companies on this list will for most parts of central Government be the only ones able to supply staff to the UK Government, whether or not it will be profitable remains to be seen.

Buying Solutions have let the framework across two categories - Central Civil Government and Wider public sector (meaning Local and unitary authorities, fire and police etc) promising bulk volume in return for very low margins but it will be the suppliers who sell the framework to the member organisations and this may be a tough job.

Local Authorities prefer to go their own way and refuse to kowtow to Whitehall and the Buying Solutions frameworks have never really taken hold at a grass roots level preferring to do business with Commensura and Matrix - bankrolled by TV Dragon's Den James Khan fame.

One thing is for certain - with only 4 suppliers in each category such as IT, Accountancy and Finance and many of those being the same companies the UK Government has chosen to play ball with a very select group of companies that are far for the most part American owned.

This 'approved supplier' list makes it clear that despite it's promises the UK Government has no intention of partnering with SME's awarding it's business almost exclusively to large, American owned companies who can offer bulk discounts. 派遣会社
